Error while simulate Restart service via alert

I have created and tried to Simulate the Restart service via alert trigger option , I am getting the attached error.

Is there something that needs to be enabled in the admin level on the server, if yes, i have full control of it. I have followed these instructions as well ; www.solarwinds.com/.../core-approve-execute-alert-action.htm

It really looks like the action is not approved yet. Can you just verify that.

Go to the Actions tab in manage alerts, group by "approved" and see if your action is under "need approval". Then it is not approved yet.

Yes, i did this. It's still not working.

Try looking in the database to confirm that it is approved there. Run the Database Manager, Click Add Orion Server, then click Action Approval. Find your action and ensure both Enabled and Approved are checked. I have found this method more reliable than using the Manage Alerts in the GUI.
