How to use background image as a map in Network Topology Mapper?

I am trying to use a background image as a map of a city and overlay icons representing the network. However, I cannot seem to figure out how to place the map and have it static. If I accidently move the image of the map the icons representing switches don't move with it. Are there any tutorials?

To the best of my knowledge you are right in saying so "If I accidently move the image of the map the icons representing switches don't move with it". Background image will not actually hold any icons that you represent on top of it, its just a background. If you move the image of the map that wouldn't realign the icons that are placed on top of it.
