Login Banner for Orion Web Console, when using CAC/PKI login

So we configured orion to do CAC/PKI login, but now there is no login banner that the user needs to acknowledge to access the web page. We had the Site Login Text that was on the default login page, but now that we're using CAC/PKI that page and text is no longer displayed.

Is there a way to configure a login banner on the Orion Web Console, when using CAC/PKI user Authentication?

Unfortunately, they say there is but when the CAC/PKI acts like single sign on it avoids the login page where the configuration would put the log on page.  Additionally, even if you set the home page to act as a login banner, it can be bypassed.  So if you find away please share.  I have been looking for a few years and only get references that does not  apply.
