Node Down Count on specific Time

Hi 

Need to get Report which shows Nodes Down Count of specific Time i.e 9 AM and 4:30 PM

at 9 AM how many nodes are down , need to get its count only

at 4:30 PM how many nodes are down , need to get its count only

 

if possible in mentioned format.
