How can find records from a certain hour interval in a certain date interval?

I am new to SWQL and it was hard for me to find documentation for dates in SWQL. What I want to achieve is to get availability of the nodes in a certain amount of time, for example for the last month. This part I managed to do. But I also want to specify the hours from which records should be selected, for example from 8am to 5pm

Here's an example of looking at response data in the last month for only hours between 8am and 5pm.

SELECT TOP 500
     rt.DateTime AS [DateTime (UTC)]
    ,TOLOCAL(rt.DateTime) AS [DateTime (Local)]
    ,rt.Availability
    ,rt.NodeID
FROM Orion.ResponseTime AS rt
WHERE MONTHDIFF(TOLOCAL(rt.DateTime), GETDATE()) = 1
AND HOUR(TOLOCAL(rt.DateTime)) BETWEEN 8 AND 16
