Scanning Interval on mannually added subnet

IP Request doesnt give the first available IP Address
it seems when requesting an IP address from one of my subnets the ip address given isn't the first available. is there a way to exclude ip addresses from being requested? any point in the right direction would be useful.

I am trying to scan non-routable networks using neighbor scanning. I have the creds in for snmp, and have tested them. IPAM Transient Addresses
Any suggestions or ideas on how to set several thousand Transient addresses to Available? I have a few thousand transient addresses than have no activity since before July 1, 2020 and I want to set all of these to Available. Any suggestions??
