You have to configure both PA's to communicate to the NCM - the management interface must be configured individually on a HA pair. Not all configuration settings sync on a Palo Alto

I am assuming that you are using the management IP address of the Palo Alto to have NCM dump the configuration. Go to Device, Interfaces, and select the management interface. You will need to allow SSH and also in the "Permitted IP Addresses" you will need to add the IP address of your NCM server.
