You can always build that logic in same alert or if you want to keep it simple you can use 2 different alerts as mentioned by you (This way admin activity is much easy to maintain).

I had a similar issue but I could as well see a lot of RabbitMQ issues in my environment, post reinstallation of RabbitMQ I wasn't facing any issues with NCM Backup jobs being hung, same version as you 2020.2.5 I wouldn't suggest you to reinstall RabbitMQ but its best to raise a case with SolarWinds.
