Do you mean that if there are no records you want to return a single value of 0?

Did you by chance open a support case that I can escalate to our engineering team for investigation?

What version did you try this on?

As suggested, this works in SWQL studio, and so I expect it should also work as expected in your modern dashboard. I have reproduced the issue as you described it and have filed this as bug under OO-12470

I am not aware of other similar reports with this behavior you are seeing and admittedly It is not being handled very well and should be improved. Do you have a support case I can look at to get this tracked with engineering?

Storage monitoring is not part of the features included in the Hybrid Cloud Observability licensing. SRM can be licensed separately to HCO. When you upgrade or install 2022.3 you will have all of the licensing options available to you without having to download and install an additional module such as SRM.
