I had the same issue, with being told by one tech support person yes you can disable, and another saying no you can't, but when I did disable TLS1.0, I had the same web page issues that you use displayed

Yes, Finally, the latest NPM and SAM can now work with TLS 1.0 turned off. We did however have some minor issues with monitoring ESXi servers that are running 5.X versions. They need to run 6.X to work properly

I had already tried using both getutcdate() and getdate() and they both give the UTC date.

I agree, I have an extreme dislike for the new Web Alerting. It is harder to understand, and is not intuitive like it was on the server.
