That's the voice of someone that's seen at least one help desk ticket. I don't get rattled much, but it does irk me when you get those "everyone" tickets. I had a doctor that put in a High priority ticket because getting to a website was an "org wide" issue. We use a firewall that allows/disallows based upon AD groups.

I love dashboards as summary, quick overview, tools. A good dashboard allows you to easily drill down as well.

Value is key in determining many things. All too often we see value as something that it is not. i.e. value = cost - nope, value = support, nope, value = enjoyment, nope. Value is a sum of many different areas responsiveness and efficiency are important keys to the complex formula of true value.

Maybe a percentage of your license. i.e. if you have a 100 license you could have 10 test, 500 license 50 tests. I only say this as larger environments are more likely to have a bigger variety of device types and a test lab isn't nearly as valuable if you can't have all the types represented.
