@ Bosco, It appears that you installed the Additional Polling Engine software because the error says that it couldn't connect to the main polling engine? Can you please verify that for me? Because you should have installed like NPM on the 2019 server and got it up and running and then do the HA.

Ah, I am sorry for the confusion that's why I always try to be exact. So yes if you are 11.5.2, you have 2 choices upgrade to 11.5.3 or 12.

There is no fix for 11.5.2, you can either upgrade to NPM 11.5.3 which just has all the hotfixes from 11.5.2 or you could also upgrade to NPM 12. Just check your requirements for 12 because Server 2008 non R2 isn't supported NPM 12.0 system requirements - SolarWinds Worldwide, LLC. Help and Support

You actually can but you do have to have a separate polling engine, so technically you can have the same ip address pulled by the same Solarwinds polling engine like your main poller.
-
I would check to make sure both WLC are on the same software version, double check any configurations that would block traffic. I would also upgrade NPM to version 12.1.
-
LWAP's isn't supported currently on 11.5.3 but autonomous mode is so you would have to change the configuration.
