Unless you disable it from the start, you cannot create an alert that will not send alerts if there are conditions resulting in TRUE after the alert configuration is evaluated. (I'm sure you already know this, but it seems to be what you are asking. ?)

You can do it right in Orion itself (web GUI), but if you must do it through the API, review the SDK documentation on GitHub. You'll need to use the "Reset Action" to send the email when a device is back up. Alerts · solarwinds/OrionSDK Wiki · GitHub
