I found the answer in a training video that you can run SQL Server 2012 and up as your primary Orion database as long as you are running SQL Server 2016 for your NTA database. Also once you complete the install the configuration wizard starts for NTA and that is where you define where the NTA database is going to seat.

We try to monitor and alert on critical applications, interfaces and devices. Then use reports for others that are not as critical or that can how some down time.
