Oh this isn't a software or installer bug. This is because our upload to our servers was timing out. It's an infrastructure thing that our IT dept resolved for us. It should be resolved by the time people check on Monday or Tuesday.

2012 is still viable for you to use with your NPM 12.3 installation. We do of course recommend 2016, because that will save you time in your future upgrade, as Microsoft has already announced end of support in October.
