You can choose what to fresh install, you're absolutely right. But upgrade is a different matter, the installer will upgrade what you have on the box to maintain compatibility with the Orion platform.

You do not have the hotfix that contains the fix. Run the online NPM 12.2 installer again and it will show you the latest hotfixes that can be applied.
