Have you tried using a text editor rather than a word processor to prepare the text of the questions? I know one of our web-facing systems has display issues for text coming from Word, but does just fine on the same text coming from notepad.

As much as I like item 1: Create a clearly defined organizational structure, I foresee problems. Even at the state level where I worked, inter-agency cooperation was a Potemkin village. I certainly hope things are better at the Federal level or we may never get a handle of proper cybersecurity.

Great collection! I liked the security checklist, although more detail would have been nice. For example, while I know what a white list is, I'm not familiar with it in that context: "Validate every last bit of user input using white lists on the server."
