resolved the issue by copying the generic cisco nexus device template and added. <Command Name="EncryptionList" Value=ases256-gcm@openssh.com" >/ within the xml editor for the copied template.

a new rule got applied to our network firewall that was blocking windows domain specific traffic to the rest of our windows VM's. Our windows defender firewall policy wasn't getting applied to our solarwinds server. once we removed the network firewall rule the installer finished without an issue!

this is also what the switch reports when i try to download the running config from the switch " no matching cipher found. The issue seemed to be our firewall policy was not properly applying to the server so it wasn't able to communicate to SQL server properly

Thank you for the reply. I just resolved the permission issue by reverting to a snapshot and updating the NCM archive credentials using this link Give NCM write access to a non-default location or a network share. Currently still run into an error in the same spot of the configuration wizard,
