I figured it out. I was trying to do it the manager mode vs appliance mode. No problem when in appliance mode.

I have the JuniperVGW and Junos Active Response connectors configured. Still will not connect and send logs.

Almost correct, my NPM is behind a Cisco ASA, the computers in question have a gateway, and static routing to the NPM through the Meraki.
