Just to update, incase anyone else had this problem. For some reason this just wouldn't work so I ended up contacting Solarwinds support. They advised that the action would be that once the in hours started, an alert would not be generated. As a workaround, I have written up a report for nodes down during the out of hours…

Should anyone else have this issue, the problem seemed to be due to an entry for Morocco time in the database. The work around is to remove the registry entry from the server hosting the Orion installation. Stop the services reset IIS, then restart the services. Ended up opening a case with SolarWinds who have provided a workaround, will report back if this works and update with the workaround for anyone else that has a similar issue.
