It is possible to have things other than ICMP declare a device down but because the availability enging uses ICMP, it will show as up in the next polling cycle if it is reachable. I would try removing the timers. The reboot condition will fire anytime the condition is true.

Unnplugged is an artificial status so it won't actually disable the interface. If you plug something the interface will transition to up and the group icon will turn green. You could also creat an advanced alert to alert on an unplugged interface going into up status.

The best way to see what is going on, and change it so that the message is not vague is to go into Advanced Alert Manager from Start -> All Programs -> SolarWinds Orion -> Alerting, Reporting and Mapping.
