When you reinstalled were you logged in with proper permissions? It seems the current user does not have sufficient rights to talk to the DB. You might try this workaround-

How do you increase SQL timeouts for the NetPerfMon DB? C:\Program Files\SolarWinds\Orion -> SWNetPerfMon.DB file you can increase the timeout variables here

Go to C:\Program Files\SolarWinds\Orion and delete the file called MapMaker.Toolbars. Now when you open Map Maker a new toolbar file will be created (MapMaker.Toolbars) and the tool bar should reappear.

Try re-running the website portion of the Configuration Wizard. You might also need to reset the admin privileges from within the DB Mgr-> Accounts Table- Account Enabled for Admin should be "Y"
