Worked for me. on Cisco 17.12.4 with NCM 2023.2.1

Currently I'm having the same issue updated to 17.12 from 17.09, 17.09 had no problems with NCM(backing up configs), now with 17.12 im having issues related to connection refused. Anyone got a sense of direction ? before submitting a ticket with SolarWinds.
