Assuming you do not have many being generated, you could use the alerting engine to do this. Alternative options include creating a Trigger in SQL Server every time a new row is added to the events table that matches an IPAM event or creating a script that periodically retrieves events via the SW API and exports as Syslog.

The feature within Custom Properties to create a pre-defined drop down list will provide the requirement you seek. As designerfx has indicated there are many ways to populate custom property values; Edit Node, Custom Property Editor, Import, API. I would be interested to know if the method you seek is different.
