Since we use the Change area to schedule our downtimes, I'd also like an option here to make as needed changes visible (read only) in the end user portal, e.g., the title of the change and the scheduled downtime?

In general, I'd like the ability to edit (or at least have admins do this) the closed ticket. I have tickets where people forget to put other information in the ticket and I have to reopen it in order to edit it.
