Ok, I got this to work. I checked the versions of the swdiscoveryServices8.dll file in both the Configuration management dir and the common dir and found they were different versions. Are you logged in as local admin with rights to the registry? Once those dll's are re-registered that should work. I do have local admin rights, and have tried under multiple logins. Still getting the failure message.

Ok, I cannot find the download for Oriion 8.5.1 to install on the new server. All the downloads I find are for v9. Where can I get the 8.5.1 dload?

Thanks for reminding me about the License Manager... Our database is on the Orion server (running SQL 2005). You recommend installing Orion ver 8.5.1 on the new server and getting the db moved over then upgrading correct?
