CBQoS is solely for Cisco and NTA only supports Netflow. Unless SolarWinds release a compatible technology for Juniper, then it would be good but for now it is not supported. I suggest that you stick with Cisco.

This is not possible in WPM but you could try to create a Custom Script with your Device and use SAM for this. Then, assign that script to the Device and you can create an Alert base on the output of the Custom Script.

Replicate the problem and generate Orion Diagnostics. Post here whatever you get in LogFiles\Orion\orionweb.log. Also, do you have multiple Pollers? Do you have and Additional Website? If you have multiple Pollers and Additional website, are they on the same MS Patch?

If you have a programming background then, I suggest that you do it on the Orion SDK posted by Serena. For me, it is better to play with the SQL tables for SAM. PS: Do not forget to backup your Orion DB first.

It is not natively polled in NPM so you need to assign a Custom Poller to it. Also, if you know the OID of those pollers, then you can create a Custom Poller using UnDP (Universal Device Poller) or you can use the one in Thwack Community Pollers as suggested by "I LIKE EGGS"
