This is actually a Wireless Lan Controller and we do have 2 WLC and this is the only one reporting the error for backing up the config.

Finally getting back to this issue. Thank the gods that I haven't needed the backup. After continuing troubleshooting the above suggestions I found that on the WLC under commands that the upload file was checked to encryption. Figured this out. Testing in progress. Create a Script then use the upload config job and select the script.
