We have removed those images and the path to them in the web console will be removed as of 2019.4 (went GA this morning) The usage of those images had become almost zero as most customers preferred building their own images rather than use the images we provided. Agents were introduced in a 6.x release. You would need to update to the latest releases (currently 6.7) if you want to use agents for monitoring your nodes.

In addition to the articles cmazko linked to I would add that the new node based license is not being forced on existing users if they don't want / need it. If you are an existing SAM user you can opt to stick with your current license model.

It may be that those polling engines are at or near capacity in some way... If you go to Settings -> All Settings -> Polling Engines You will see something like the screen shot below. Check the polling rates to see if anything is exceeding maximum rate...

Are you running the latest bits? (currently 2019.4) I am not aware of any known issues related to excessive memory usage. It might be a good idea to gather some diagnostics and open a ticket with support so they can have a look at what might be causing that.

I know it isn't your optimal choice but it sounds like the manual delay is the best option in this case. If the problem is truly that the element in question sometimes loads too slowly there isn't much else we can do. There is no other mechanism to signify the target element has loaded.

Apply the template to the cluster IP. I would also manage both physical nodes as Orion nodes to keep an eye on the stuff that doesn't failover. For example the C drive on each physical node.
