Interestingly 2023.1.0 has been relatively stable. There are some bugs that I've manually dealt with such as the job engine not automatically starting after a reboot of the VM. But the CVEs are building up so 2023.3.0 is tempting.

Offline upgrading from 2020.2.6 HF5 to 2023.1 has gone sideways. I initially couldn't upgrade because NTA licensing was expired. The only other thing I can think of is make sure you switches are up to date code wise and firewalls. We've been successful with 7.0.3.I7 and mostly migrated to 9.3.7(a). Is there a firewall that is blocking SNMP? I'd try to do an snmpwalk to the switch in question to confirm that works.
