Check how many reserved ips you have. The current number of used ips addresses doesnt seem to include ones that are set to reserved.

You will need to run the add ip tool. You can download it from here IPAM 4.3 Tool - Importing large number of subnets. Make sure to run it from the server and as admin and it should fill in the ips for you.
