I found that creating an entirely new config backup from a copy of the broken one miraculously works. I also manually selected devices instead of relying on a filter of custom properties for filtering.

I found that the Administration Service totally failed to install on my upgrade. But my upgrade did complete. Just pointing this out because of the Administration Service install status in your screenshot.
