It seems that something is wrong with the template. you can download fortigate template from here. it works for me.

Jon, You can copy the Fortigate template to a diffrent one and edit this. You will have 2 fortigate templates - one for multiple VDOm's and one for no VDOM's

There is a way, By Tftp.
