I think the question is do you need to have a mirrored set of Orion and module licenses or are just one set of NPM/SAM/etc licenses needed for failover? Do they need two sets of NPM/SAM/etc licenses for failover from one server to the other?

I use LDAP AD authentication for Orion. It really is the easiest... all you have to do is add users to groups you've setup with different permissions.
