To answer my own question… You need to use the https://apidoc.samanage.com/#tag/Incident/operation/updateIncidentById 's Update Incident, which requires a state_id integer to be set. But where to get that from? The API documentation is horribly out of date, but all the required API calls ARE available. The important one…
