The default settings allow private messages from friends only. You will need to add this person as a friend in order to be able to message them. Good catch on the tags overlay. We will open a ticket for this.

No. Our hotfixes are cumulative so HF2 includes any fixes that were in HF1.

Yes, there is an upgrade path for these versions. I would recommend taking a look at the Upgrade Resource Center, more specifically the Product Upgrade Advisor tool. Additionally, this customer upgraded from 2017.3 as well and shared their experience and tips.
