Ever used VNQM/ IPSLA? You could configure IPSLA-capable routers at each site to send traffic to an arbitrary IP on the internet and check out the results of that traffic. You can pull IPSLA results into SolarWinds (or for that matter have SolarWinds create IPSLA jobs on capable routers that generate the traffic).
