That is correct except the agent installs but only a subset of the plugins complete installation. From the print screen above you can see installation in progress and installed plugins. Only when I list resources and then get the popup within Solarwinds that the agent is still installing do the remaining needed plugins…

Here's a print screen after the agent is installed from vra and after listing resources within solarwinds to finish the agent install. You can see the remaining plugins install and then the agent starts working correctly. Double checked and .net 4.8 is installed

You can use the same app registration/enterprise app for all your subscriptions. You will need to add each subscription individually as a separate cloud account in solarwinds but use the same app registration/enterprise app settings. The app will need to have the read role on all the subscriptions to monitor.

Not sure if you were able to fix this but here are the User Attributes and Claims I put into AzureAD. The key is the OrionGroups claim name and Value of user.groups. Hope that helps. I had a case opened for this 00246403 and was helped by Alvhin. It's working for us now. Hope this helps.
