NetPath throttles the message we send that may trigger ICMP responses to try to solve for this. So far, I haven't seen any instances in production where the rate-limit is so aggressive that it impacts us given our throttling, but it's always a possibility. If you do see that happening (you or OP), let me know!

This case was solved by a procedure from support. The procedure required some service stopping and reinstalling (services, not products, fortunately!) so it's more invasive than I'd suggest without support determining that you're affected by the same issue. I'd suggest opening up a support ticket.
