I checked with a senior SAM Support rep who explained that some widgets (formerly called "resources") rely on data coming from certain tables. If a specific view cannot provide the data, you can't add the widget.

FYI, I just confirmed with our Smart Card guru that you need to have either the main Orion poller or an Additional Web Server (AWS) on the domain to support Smart Cards. Feel free to submit a feature request.
