My exposure is on the network side, but I'm pretty insistent about labeling WAN interface ports with the vendor name and circuit ID. It took a while to get traction on that with the people who right the configs, but we got there.

I think he's referring to the situation where the documentation is stores somewhere that you can't find it (or maybe weren't even told it exists), and then you get called on the carpet for not following it.

Absolutely there's a need for both. A lot more granular testing can be done internally but that's not a true test of external end-user experience.
