This isn't possible today. One option is to create a standard execute script job for each group of devices you want to target. Then, you can just edit the job and replace the script rather than creating a new job.

You could probably create a vbscript that checks system time. IPM's External Process Monitor can be used for executing fault monitoring scripts. The only catch is the script must return 0 or 1. It cannot pass back values to IPM.

It is likely that your node list is sorting based on device icon. Try right-clicking in the tree list area and clicking "Select Fields and Grouping". Move Node Name so that it is first in Selected Properties list. Let me know how that works.

Can you check your mapping for the NCM attribute SNMPLevel to ensure it is matched with the appropriate NPM database field? It could be that nothing is mapped so it just defaults to SNMP v1.

You could create an "Execute Script" job that runs "sh ntp" and check the box to save the results to a file. If you want to view the results in NCM, you can just right-click on the job and select view job results.
