I wouldn't recommend it. This is a global setting in the database that applys to all RTCD events. So, you be constantly be changing this back and forth, which may not yield the results you'd expect if multiple config change events come in from different devices at the same time.

There is a known issue on Windows 2008 systems where the schedule task defaults to "run only when user is logged in". The workaround is to go into the Windows scheduled tasks and manually edit to check the box to allow running when not logged in.

So just to make sure I understand the issue, you installed NCM on your NPM server and now you have two Syslog Servers? If that's the case, you might try stopping the NCM Syslog Server and then try restarting your NPM Syslog Server. It may be an issue with port conflict.

Good news on this front. We've added an "as of last update" time period option in our 5.5 release, which will compare the most recent startup for each device to the most recent running (versus indicating if there are differences over selected the time period). You can expect this release very soon, so stay tuned.
