I found an easier way to do this. In IIS bind your SolarWinds site to https (port 443) only. Then create a redirect site that is http (port 80) and make it a redirect to the https site. Well, I think I resolved the issue. It was an oversight during the hotfix where the file (SolarWinds.APM.Probes) got renamed but the new one never got put in place. It's amazing how it works now that we have the file! My apologies!
