These are two different engineering teams working on these since they can be done independent of each other. Our plan is to move away from using the MSFT trap server to something better that can handle SNMPv3, just a matter of time to get it done vs. all the other things we want to get done :)

As we leverage the MSFT trap service, and it currently does not support SNMPv3, I recommend putting in an enhancement request to MSFT. The more we can push them, hopefully the quicker they get it in a release.
