As shown in the change to an custom sql alert the "Trigger alert when none" equates to an AND'd statement. I believe the trigger condition can be changed from none to not all i.e. "Trigger alert when not all" and that should equate to an OR'd statement, which should be verifiable with the same custom sql conversion.

I'm in the same boat as well. Admin pages work but no login prompt for the user web GUI, just the solarwinds graphic. Tried a couple reboots and a couple different browsers with no luck.
