Some tools do use TCP session setup time to make a guestimate of network latency based on the timings of the syn/ack. There are some nice tools available, but usually very expensive.

I liked Nortel's BCN router and all of the BayStack stuff back in the day. I put one of the first switched ethernet backbones in with their Baystack's 5000 chassis. Their tool Optivity worked well also. Used that for our network core for years then switched over to Cisco.

We did this to provide a monthly, quarterly, and yearly scorecard as well as capacity planning. We had to outsource the coding but it only took a few weeks for the developers to create. They just mine the data out of the Solarwinds DB and they wrote a custom web front end for us.
