#1 is correct, #2 won't work. If you are online and deactivate and then reactivate, at most you'd lose a poll or two, no service restarts are required. If you are offline, it will likely take you a little longer and you'd miss more polls.

For OSH, you can activate nodes across multiple instances. If you already have a OSH license with available nodes, you can activate 25 nodes on the new OSH instance.

What version of the SW platform are you running? If these are Windows 2022, did you enable TLS 1.2?

When installing on a VM and your having issues, try copying the ISO to the VM and running it there, rather than mounting the ISO in VMWare and attaching it to the VM.
