We have in house monitoring but I don't believe it does true performance monitoring. I believe we are tracking only that the server is up and the web service is running, but I could be wrong since my team doesn't handle that. I am in agreement with your perspective on device tracking, mikegrocket. When it is on my network and / or has company data on it, I have got to know where it is and what is stored on it.

You've got a great list of questions there. I've never really thought of SOX or HIPPA compliance with VoIP but I can see some application especially in Voicemail and IM solutions.
