I went through the same steps as you did above and finally gave up and opened up a support ticket (#00044911) and the support engineer told me it had something to do with company certificate. UnDP wasn't loading at all on APE. Followed these steps and got everything working again.

Did this ever get resolved? I have a similar issue. The account that is used in Orion to poll the machine, and many others, is not working on some machines in Patch Manager with WMI Inventory collection. The above is error is what is being reported.
